Department’s August 16, 1 p.m. Brazilian representative Bethlehem Steel has conferred with President, who after conferring with Ministries of War, Navy and Public Works, will express his opinion as to proportion in which interested nations should participate. [Page 218] Cannot express an opinion whether we should try to control one half or more until after President’s wishes are known.17
