Embassy’s January 8, 2 p.m. Da Gama15 informs me that Brazilian law would support a proposition from an Anglo-American group covering matters contained in Vickers Armstrong proposal forwarded in Embassy’s despatch number 1324 of July 22nd, 1918. Government would prefer joint participation rather than a monopoly by a single nation. This matter should be given immediate attention to prevent Vickers Armstrong from pushing their proposal through.
