My July 22, 6 p.m. The Western Telegraph Company yesterday presented a petition to both Houses of Congress protesting against [Page 175] the concession granted by the Executive to the Central and South American Telegraph Company to lay a cable from Argentina to Uruguay as being in violation of the concession previously granted to the former company and requesting that it be declared null and void by an act of Congress. I am advised that it is highly improbable that either House will take any action.
