The Acting Secretary of State to the Ambassador in Argentina (Stimson)
Your December 7, 4 p.m. Cables similar to Department’s December 4, 7 p.m. to you were sent at same time or shortly afterwards to Embassy Rio de Janeiro, Legations Bogota, La Paz,35 Quito, Montevideo and Asuncion. In order to avoid any possible misunderstanding on the part of the Government of Argentine in this connection, you will seek earliest opportunity to inform the Minister for Foreign Affairs that you understand that various South American countries to which the same statement was sent, have accorded it a very favorable reception. If he inquires to which countries the statement was sent you may inform him. Department considers it advisable that you inform the Minister for Foreign Affairs that the occasion for your visit to him is your desire to express to him, on the part of the Government of the United States, its sincere appreciation of the action of the Government of the Argentine in counselling moderation. You may also inform him that the President has been advised by wireless, as requested.
