The Commission to Negotiate Peace to the Acting Secretary of State

2960. Confidential. On invitation of Monsieur Clemenceau heads of delegations met in M. Pichon’s office at the Quai d’Orsay July 1st. in the afternoon to discuss procedure and organizations. It was decided that for the time being a Council of Heads [of] Delegations should meet daily to carry on the work of the Council of the Principal Allied and Associated Powers. This Council will consist of M. Pichon, Mr. Lansing,2 Mr. Balfour, Mr. Tittoni and Baron Makino.

The Council met yesterday afternoon at the Quai d’Orsay. M. Tardieu acted chairman in the absence of M. Pichon whose presence was required in the Chamber of Deputies.

The members of the Council gave the names of the representatives of their respective delegations appointed on the commission to supervise the execution of the treaty of peace with Germany. Mr. John Foster Dulles was named for the United States.

The Council appointed and nominated the members of a committee to organize the Reparations Commission provided for in the treaty of peace with Germany. Mr. John Foster Dulles was appointed for the United States. The committee was also authorized to discuss with the German delegation questions which the latter might desire to bring up in this connection.
