The Acting Secretary of State to the Consul General at Irkutsk ( Harris ), temporarily at Omsk
Referring to your 49, January 23, 10 p.m.2 regarding Russian rouble notes shipped to Vladivostok and now held in Manila, please ascertain tentatively and report to Department whether Omsk authorities can arrange to have these notes surcharged with a legend which will indicate clearly that they are obligations of the Omsk government and not of the Russian State Bank. If this can be done it is also important that they should consent to operation being under your supervision so that you can deliver the notes to the Omsk Government only when they had been properly surcharged.
