Memorandums No. 405 and 406 were read, regarding the release of Lieutenants R. C. Foster and J. A. Adams. The Commissioners approved of the release of these officers. Release of Lts. Foster & Adams

Memorandum No. 407, regarding the release of Ensign James from duty with the Commission, was read and approved by the Commissioners. Release of Ensign James

Memorandum No. 408 was read, regarding the request of Dr. R. H. Lord to be released from the Commission on or about July 19th. The Commissioners approved of Dr. Lord’s engaging passage for the United States not earlier than July 19th, and stated that they were certain they could approve of his release at that time, unless something absolutely unforeseen should come up in the interim. A memorandum prepared by Mr. Patchin was read, with reference to General Bliss’ suggestion made at a meeting of the Commissioners on June 21st, in regard to members of the Guard Company who might volunteer to stay on duty with the Commission, and whose places could be taken by men who desired, to return home for urgent reasons.
