5137. From Polk for the Secretary of State. I understand from telegrams that treaty may possibly be rejected. What position do you desire Peace Mission to take here in that event? If the treaty is defeated and the decision is final, it would seem possible for someone to raise a question in regard to our continuing to sit in the preparation of other treaties along the lines of the treaty with Germany. Should Commission withdraw or continue to participate in discussions of Bulgarian and other treaty questions? In the latter [Page 661] case, the position of the Commission might seem to be inconsistent. I would appreciate receiving your views at the earliest moment possible. Polk.
