28. I suggest that you discuss with the President the advisability of authorizing me to use my discretion in securing options for accommodations for the American representatives at the ultimate Peace Conference. Of course, at the present time it has not been [Page 120] definitely decided when or where this Conference will take place. It may be necessary however for quick action to be taken, and accordingly I would appreciate an expression of your opinion concerning this matter.
