My Dear Mr. Long : I thank you for your letter of the 26th ultimo, enclosing a copy of a memorandum on International Telegraphic Communication, which you handed to Mr. Lansing.1 I shall read this memorandum with great interest, as the subject is one I am very much concerned about, and I trust that something can be worked out at the Conference along the lines that you have indicated.
