Paris Peace Conf. 183.9 Russia/5: Telegram
The Consul General at Archangel ( Poole ) to the Ambassador in France ( Sharp )
[Received December 17—9 a.m.]
37. For Colonel House. Maklikoff3 has telegraphed Tchikowski4 from Paris saying that while the absence of a proper Russian Government excludes Russia from official representation at the Peace Conference it is hoped to have certain unofficial representatives and it would be well in Maklikoff’s view if Tchikowski were among these. The latter has replied that he will come if he can arrange to commit his duties at Archangel to other hands. He hopes that General Meuller who is now on the way here from Rome can replace him. He could then reach Paris before the end of January.
Noulens5 left here yesterday.
