281. Referring to telegram from Allied Ministers to Roumania dated Bucharest January 7th1 as to whether Roumania is to be excluded from the Peace Conference and Servia and Belgium admitted. Please advise me of facts and ask Mr. Lansing what instructions, if any, should be sent Mr. Vopicka from the Department.
