Referring to my cable of November 20, 8 P.M. the President has decided not to send Japanese adviser with the Peace Conference delegation. Desires to send only Dr. Morrison3 and Dr. Willoughby. If Willoughby cannot go it is likely that Foreign Office will desire to send their adviser, Dr. W. C. Dennis.
