The Minister in China ( Reinsch ) to the Secretary of State

For Third Assistant Secretary of State. Willoughby1 has been asked to accept appointment as adviser to the President of China and to be assigned to assist in the preparation and presentation of China’s case before the coming Peace Conference. He is willing to accept this appointment and after learning the general points which the Chinese Government will probably urge upon the Peace Conference, he shall leave for America and be in Washington early in January in order to discuss these points with the American Government. The appointment will not be made public for the present. Willoughby asks that you approve this appointment and I strongly urge that this approval be given.
