My Dear Mac: Of course I realize the force of the recommendation which Mr. William McAdoo urges,29 but I could not think of appointing Mr. Root, because I have had more opportunities than he has had [Page 172] of knowing just how hopeless a reactionary he is. I think his appointment would discourage every liberal element in the world.
