Your circular telegram 767, May 13.1 I am inclined to think that any relief money sent into portions of Russia now occupied by the enemy will not bring any beneficial results to the Allied cause, but on the contrary the non-sending of same would tend to increase the already existing ill-feeling against Germany, the population then basing non-receipt of relief as due to the German occupation.
