2425. My 2401, April 27, 8 p.m.1 The statement which I am sending you in the following telegram was prepared by the British and French Ministers. Allizé read it to Loudon this afternoon and left a copy with him. Loudon was obviously immensely relieved by it. It permits of the acceptance of certain of the German demands, possibly all that are essential at the moment. Townley and I were present, but in absence of instructions I told Loudon I could not formally associate myself with this statement.
