Embassy’s 810, August 2, 6 p.m., your 1156,1 and supplementing Department’s 292, July 18, 7 p.m., our 886.2 We are in receipt of a letter from Hudson of the British Embassy setting forth the views of the British Government that it would not be advisable to apply the principle set forth in the two cablegrams referred to above in cases where the commodities had been purchased by a neutral country prior to the promulgation of restrictions upon the exportation of such commodities, and that, with respect to other non-indigenous articles, it would be advisable rather to consider each [Page 997] case upon its merits than to announce formally a definite policy. We have adopted the views set forth in Mr. Hudson’s letter.
