The Minister in the Netherlands ( Garrett ) to the Secretary of State

4057. My 2890, August 8, 4 p.m.1 Minister for Foreign Affairs informs me that according to article 4 of declaration of neutrality war vessels and vessels assimilated thereto, such as armed merchantmen, belonging to belligerent countries are excluded as general rule from the Netherlands territory including colonial possessions. Following exceptions to rule are recognized:

(1)
Vessels of above classes may enter Netherlands territorial waters in case of shipwreck or storm; must leave as soon as circumstances permit.
(2)
Vessels of this description may enter ports of Dutch colonial possessions for sole purpose of completing supply of provision and coal but must leave as soon as purpose has been accomplished and at any rate within 24 hours.
(3)
Such vessels if destined for a religious, scientific, or philanthropic mission are not affected by rule of exclusion.
