1209. My telegram No. 1189, September 29, 5 p.m.1 I am in receipt of a note verbale from the Foreign Office dated today reading as follows in translation from the French: [Page 1789]
The Ministry for Foreign Affairs has the honor to bring to the knowledge of the Legation of the United States of America that automatic [contact] mines will be placed by the Royal Norwegian Navy in the part of Norwegian territorial waters comprised between 59° 8′ and 59° 25′ north latitude and [west] of 5° 10′ longitude east of Greenwich. For this reason the above indicated areas will be closed to ordinary traffic from Monday, October 7, 1918.
The Legation of Norway at Washington has been instructed to bring the foregoing to the knowledge of the Government of the United States of America.
