The Secretary of State to the French Deputy High Commissioner ( Billy)

My Dear Mr. de Billy: I acknowledge the receipt of your letter of July 161 in which you inform me that the French Government would be pleased to learn the attitude of this Government towards certain commercial treaties entered into between the Imperial German Government and some of the neutral governments and containing stipulations relative to trade after the war.

In reply, I beg to advise you that this Government is not at the present time prepared to define its attitude towards the treaties in question.
