The Chargé in Norway ( Schoenfeld) to the Secretary of State

1054. Instructions have been received by the British Minister to defer giving the Norwegian Government the time limit warning referred to in my telegram No. 1040 of August 21, 3 p.m., regarding mining Norwegian territorial waters. British Minister further informs me that the French Government had given the British Ambassador at Paris to understand that France also desires not to assume a threatening attitude in this matter for the present. I am inclined to think, however, from subsequent conversation with the French Minister, that he had given [intimation] of the warning to the Minister for Foreign Affairs before he learned of his Government’s present attitude.
