Sir: I have the honor to acknowledge receipt of the Department’s instruction No. 6026 of June [July] 17, 1918, referring to Mr. Laughlin’s despatch No. 9275 of June 7, 1918, respecting the decision of the British Government to discontinue the practice of exempting from censorship postal packets passing through England in transit which bear the address of a foreign government or diplomatic representative of a foreign country in a third state.

In view of the Department’s telegraphic instruction No. 8508, of June 29, 3 p.m., my telegraphic reply No. 18 of July 1 and despatch No. 9552 of July 17 last relative to this matter, I have taken no action on the Department’s instruction under acknowledgment.
