My Dear Mr. Counselor: Confirming my conversation with you, of August 29, I beg to state that I have been instructed by my Government to ascertain whether the American Government would be willing to appoint a representative to an inter-Allied blockade committee to be constituted in Paris for the discussion of economic questions relating to Spain and Switzerland.

This proposed committee would be on the same lines as the one at present existing in London for northern European neutrals.

My Government is of opinion that such an organization would materially strengthen and coordinate inter-Allied blockade action in Spain and Switzerland.
