The Secretary of State to the Heads of Certain Diplomatic Missions in Washington 1
The Secretary of State presents his compliments to their Excellencies and Messieurs, heads of those diplomatic missions at Washington which represent countries aligned with the United States [Page 1756] in the war, and has the honor to inform them of the following exceptions which have been made to the regulations now in force governing the censorship of mails entering and leaving the United States.
The transmissions of uncensored private mail of diplomatic officials of the Allies, to and from all countries, will be permitted, provided that mail originating with a diplomatic official bear the name and rank of the official, together with the official seal of the mission to which he is accredited, and provided that mail intended for a diplomatic official bear his name and official rank together with the name and address of the sender.
The above regulations are primarily formulated to assist the Censor, and to render easier the task of determining what mail shall properly be passed uncensored.
