Your March 21, 8 p.m. You may say to the Minister for Foreign Affairs that this Government has the matter of the purchase and change of flag of the Bahia Blanca under careful consideration and desires to be informed as to the routes proposed for her to follow in Government or any other service. You may intimate that you believe that this Government would be inclined to recognize transfer provided that voyages are satisfactory to this Government and provided Argentine Government will give proper assurance that the vessel carries no crew, officers, or passengers of enemy nationality.
