392. Refer to Embassy’s 1761, August 31, 7 p.m., [our] 233, and Department’s 1535, September 9, 4 p.m., your 240. We have not [Page 1746] been informed of results of Cuban negotiations. Consul at Corunna informs us most boats plying directly between Cuba and his port carry bunker forms and licenses from War Trade Board representative at Habana. Please advise us: (1) if War Trade Board representative at Habana has authority to issue bunker [licenses for] boats plying directly between Spain and Cuba and not touching a port of United States or its possessions; (2) if so, what is source of his authority?
