No. 8. Steamship Alfonso XIII of the Spanish line which arrives here in a few days has engaged to carry to Mexico 26,000 bags of sugar. Have been asked to bunker her, but I disapprove using our coal for this purpose. Am I authorized to refuse? I have declined to bunker all Cuban ships for this purpose.
In a confidential conference with the President on March 22 he informed me he was in accord with my actions and expressed a wish that the Spanish boats be treated in the same way.
