The Ambassador in Spain ( Willard) to the Secretary of State

Madrid, October 15, 1918, 12 noon.
[Received October 16, 12.23 p.m.]

1952. Council of Ministers decided last night to take temporary possession of seven German vessels refugeed in Spanish ports, as follows: Eriphia, Euphemia, Oldenburg, Klio, Mathilde, [Siegfried], Rudolf. Total tonnage approximately 21,000. This decision was arrived at after prolonged and friendly negotiations with Germany, and in said decision Germany has apparently acquiesced.
