The Ambassador in Spain ( Willard) to the Secretary of State

1808. Referring again to Department’s 1504, September 3, 2 p.m., Embassy is strongly of opinion that War Trade Board should promptly license for exportation to Spain, in exact accordance with terms of agreement of March 7, 1918, all articles included in said agreement, especially cotton and petroleum, and that any pressure, if and when considered to be advisable, should be brought to bear only through the application of War Trade Board regulation No. 1 in regard to bunkerage. There is neither moral nor legal objection to the application of this regulation after reasonable notification. Reference is here made to first sentence Embassy’s 1776, September 5, 1 p.m.
