1423. Referring further your cable of July 31, 11 a.m., Embassy’s 1608,1 also your cable of August 2, 6 p.m., Embassy’s 1631,2 duly received.

We believe any agreement you can make at fixed rates of freight for Spanish tonnage, basis of third proposition, will be acceptable. We, of course, prefer time charter first; second, lump-sum charter, by which they give us the full capacity of the vessel for respective voyages; third, the basis of rates on cargo, weight or measurement varying according to destinations, Italy, French Mediterranean or French Atlantic ports. Any block of tonnage you may secure would be acceptable. The British have asked us to allow the Serantes, Gloria, and Carasa to remain on the other side for the ore trade, but we will not consent until we hear from you as to whether this will interfere with your negotiations.
