No. 134. Also for Smith. Norman H. Davis of the Treasury Department expects to arrive in Madrid soon after July 15 in connection with exchange matters. The Department and War Trade Board think it advisable to defer the conclusion of the tonnage negotiations and the making of any definite commitment until the [Page 1687] arrival of Davis, as we are anxious to facilitate in every way possible the Treasury negotiations along with our own. Please co-operate to fullest extent.
