1120. Department believes that considerations set forth in your 1298, May 3, 9 [10] p.m., are decisive against the taking of any measures to terminate our agreement with Spain. It is the Department’s desire to derive from the agreement all possible political and commercial advantages both for ourselves and for the French. You are instructed to act accordingly and to make it clear to the Spanish Government that the Government of the United States is determined to comply with the terms of the agreement as long as the Spanish adopt a similar attitude.
