The Secretary of State to the Diplomatic Representatives in South American Countries

The War Trade Board on May 13 considered a request made by various interests in the United States that they prohibit entirely all exports of newsprint paper; and the Board adopted a resolution of the following tenor:

Whereas the War Trade Board firmly believe that it is of the utmost importance that newsprint paper be permitted to be exported in reasonable quantities to those newspapers and other publications in foreign countries which are engaged in the dissemination of accurate and unbiased information;

Resolved, that the War Trade Board hereby express their disapproval in principle of the proposal to prohibit entirely the exportation of newsprint paper from the United States.

You may give publicity to the above-quoted resolution and otherwise use it in such way as you may think proper to counteract any reports that the Government of the United States intends to withhold the supplies of paper required by newspapers in South American countries.
