The Ambassador in Spain (Willard) to the Secretary of State

1257. In conference just concluded, Minister for Foreign Affairs brought up subject matter, article 13, Spanish-American commercial agreement of March 7. He said that Spanish Ambassador in Washington, had informed him that some one now in Europe would be sent here shortly to negotiate further agreement as provided in article under consideration. He was informed that Embassy had similar instructions and that he would be further informed immediately upon the arrival here of such party. He replied that he would then designate a conferee on the part of Spain and that negotiations could proceed at once, and added that he hoped the Government of the United States, pending such negotiations, would not change its policy in regard to the question thus to be considered. He was informed that Embassy was of opinion that no change in such policy would be made until an opportunity was had for proposed negotiations. Embassy awaits instructions.
