The Ambassador in Spain ( Willard) to the Secretary of State

1234. Referring to the Embassy’s telegram 1206, April 5, 7 p.m., for War Trade Board, No. 14 from Chadbourne.1 Not having yet secured single permit to export to A[merican] E[xpeditionary] F[orces] under terms of commercial agreement March 7, Embassy ventures to request authority to inform Minister of Foreign Affairs, that Board will grant no more licenses to export trade to Spain, until Spanish Government shall have granted permits to export to [Page 1676] A.E.F. those articles covered by agreement of March 7 for which application has already been made and to suggest that Spanish Ambassador at Washington be similarly informed. Embassy ventures further to suggest authority to remind Foreign Office that Board is free after May 7 to impose such bunker regulations as it may see fit on Spanish vessels in American waters.
