896. Referring your Nos. 1058 and 1073.1 There are no Spanish steamers held. Adolfo, Jacinto Verdaguer, Miguel Jover, Andalucia, Cataluña are awaiting licenses for portions of cargo such as cotton. Export licenses will be granted immediately upon Spain’s signing the agreements with the French and United States, their cargoes to count as a part of the monthly quotas provided for in article 4. This would permit all Spanish vessels to proceed immediately upon signing agreements. You may give assurances to the above effect in whatever manner is necessary to help prompt closing of agreement. During two months from date of signing of the agreement no detention of vessels will be enforced whose cargoes do not involve a violation of the terms of the agreement or unless vessels have violated any of the regulations imposed by United States authorities on all neutral tonnage clearing from American ports. You may rest assured there is no discrimination against Spanish tonnage pending definite agreement to be arrived at as provided in article 13.
