Department’s 818, January 8, 7 p.m. Embassy firmly of opinion, in which Major Belmont concurs, that for any licenses for [Page 1659] embargoed articles to be issued by War Trade Board would be fatal to pending negotiations. That Spain has been able until the last few days to secure export permits for all she desired from the United States notwithstanding embargo, has created feeling here that our embargo was not real. Spain is just beginning to appreciate her position and the need of coming to terms with us.
