No. 471. Your 343, April 16, Department’s 7302, and your 375, April 22, Department’s 7369.1 British, French, and Italian representatives are authorized to extend relaxation of embargo on nonessentials to Norway and Denmark and only await your approval to determine date on which to make same operative. Understand that possibility reopening negotiations with representatives of Denmark might make it inadvisable extend relaxation to Denmark at present but would inquire if you approve regarding Norway.2
