My Dear Sir: I have your letter of November 5, relative to the possible acquisition by Switzerland of enemy ships in neutral ports, particularly Spain. You state that your Government is advising the Swiss Legation that it can not at this time consider any arrangement whereby ships under enemy flag may be transferred to neutrals. The views of the War Trade Board, an expression of which [Page 1658] you request, are that it would be unwise at this time to consent to any such transfer as is proposed.
