4037. For War Trade Board [from Dresel]:

No. 1001 [101]. Cotton agreement has finally been ratified by British, French, and Italian delegates and only awaits formal acceptance by Swiss of following modification in order to take full effect. British Government has ratified with reservation that total of exports under heading A, B, C, and E, pages 1 and 2 of agreement, shall not exceed 300 metric tons per annum. Exports for [Page 1637] April, May, and June this year were at approximately this rate. Instructions to French delegates provide for acceptance figures for 1917.
