Dear Mr. Chairman: Confirming my conversation with Mr. Chadbourne on the subject, I beg to state that I have been advised by my Government that the shipments for Switzerland may be continued to be made as formerly, via Bordeaux, until the German safe conducts become effective.

The French Government has granted the above concession in order to prove our willingness to help the supply of Switzerland even at the cost of our own transportation system.

I have also been advised that the 10 per cent reserved for us on Swiss tonnage shall not necessarily be taken on each individual boat, but may constitute complete cargo.
