Your No. 34, Legation 3361, May 14, 5 p.m.1 We agree to your suggestion that raw materials destined for use in Switzerland in the manufacture of munitions for the Allies be not consigned to the S[ociété] S[uisse de] S[urveillance Economique] or reckoned in the Swiss ration. We will rely upon you to insure that such exports are [Page 1625] properly safeguarded and will actually be employed in the manufacture of munitions; we understand that you will cable us of what shipments should be licensed in accordance with this special procedure. We feel it important that there should be very close coordination in Switzerland of the representatives of the Associated Governments who are supervising the production of munitions.
