1709. For Dresel [from War Trade Board]:
No. 1. Legation’s 2929, March 24. Board approves the new agreement on exportation of cotton. It should be stated, however, that we have no embargo on cotton into Switzerland but must adhere to the ration figure of our agreement. Concerning possibility of affording market here for cotton goods, etc., our reply will follow later.
Beginning now Board will number serially all cables for you and it is suggested you do likewise.
