2768. I considered it highly advantageous and urgent in view of my 2765 that the information contained in your 1554 be imparted to the President of the Republic; therefore, acting on discretion allowed me, I imparted to him unofficially on the 3d instant certain portions this telegram. He desired me to assure you that he was touched and thoroughly recognized America’s noble attitude in this matter.
