1426. Your January 22, 8 p.m. The attitude you adopted in respect of Swiss negotiations with England for tonnage is approved. Under provisional agreement just signed with Holland3 a limited [Page 1599] amount of shipping will temporarily be made available to transport grain to Switzerland but it is not desired that you relax your efforts to induce Switzerland to meet England’s views so as to facilitate procuring ships for Swiss use not only now but in the future.
