No. 2122. Embassy’s 4331 of December 5, our 2001;1 Embassy’s 4423 of December 9, our 2024;1 and Embassy’s 4648 of December 16, our 2104.1 N.O.T. agreement has just been signed by representatives of British, French and Italian Governments and N.O.T., although all parties greatly regretted that no answer from War Trade Board has been received to our 2001 which was sent from here 13 days ago, yet as Valstar must leave for Holland this morning and as British representatives are to leave for Paris tomorrow negotiations could not be further prolonged here and for the reasons indicated in our above tables it was considered undesirable to leave negotiations in an uncompleted state with probable result that they would be entirely reopened by Dutch Government or N.O.T. at The Hague. …
