No. 1691. Your 1895, Embassy 3814, November 18, 5 p.m. We doubt advisability of sending letter as suggested which appears to [Page 1574] savor of interference in internal affairs of Holland. Our recent reports of domestic situation of Holland indicate that the situation, which doubtless prompted suggestion, has now passed its critical stage. We assume that were present Government replaced by one which Associated Governments did not recognize, we would automatically be released from compliance with agreement and that it could readily be arranged informally that this be understood in Holland.
