No. 1646. Has new agreement with N[etherlands] O[versea] T[rust] been signed by Associated Governments? If not, is it contemplated that War Trade Board should sign joint agreement or separate identic agreement? Clause in general Dutch agreement consenting to N.O.T. agreement removes objection to War Trade Board’s making agreement with N.O.T. similar to that of Associated Governments. Consult with Edwards and repeat this cable to him if he is not at London.
