No. 1858. It is proposed to have a clause in general agreement by which Dutch Government will recognize N[etherlands] O[versea] T[rust] agreement. Would the following clause cover what you had in mind in Department’s 1708, October 1, your 1322, so that you would be willing to participate with the Allied Governments in the N. O. T. agreements should same meet with your approval as finally drafted? If not, what changes do you desire? Please rush reply.

The Netherlands Government will recognize the [and?] approve such agreement as may be made between British, French and Italian Governments and the N. O. T. and also the participation therein by the Government of the United States in such form as the last-named Government may consider advisable. The Netherlands Government undertakes that the existence of the N. O. T. shall continue during the currency of this agreement.
